So now, nearly a week into the devastation caused by Hurricane Katrina, hard questions are being raised about Washington officials who crossed their fingers and counted on luck once too often. The reasons the city's defenses were not strengthened enough to handle such a storm are deeply rooted in the politics and bureaucracy of Washington."
